
STRATEGIC INITIATIVE PROPOSAL (SIP) for 2003-2004

Purpose: A Strategic Initiative Proposal (this form) is a preliminary request for approval to resolve an issue, achieve a goal, or realize an outcome which is expected to make a significant, positive, long-term difference in the performance of the unit. SIPs will often address Strategic Directions of the BCPOA, but may also address other important issues. If approved for additional consideration, you will be asked to submit an Action Plan with a detailed budget.

Provide interesting professional & personal development for PO's and other professionals and volunteers involved with criminal justice : Emphasize the professional development of PO's and networking rather than the AGM.

Rationale (summary of the issues/evidence to support this proposal): |
The Conference is the best thing we do. It provides Professional development. Our gift to our profession and an opportunity to meet other PO's. When the government has such a limited training budget, this conference is an excellent value.
Alternative Strategies (identify at least two, each with estimated cost): |
Strategy 1:
The whole executive will organize a Conference at the RCMP Training Centre. Social, Educational workshops Cost ?? $2,000 (break even) Invite more community partners: i.e. Judiciary, Crown, Police, federal Corrections Canada, contractors (PLEA, Focus, Stelmaschuk, Boys & Girls Clubs,CAPs)
Strategy 2: (not approved by executive).
Organize a conference in collaboration with with PSSG CAP office (PSSG has decided to organize five regional conferences for CAP volunteers). >$16,000

- Diane Atkinson will approach the Justice Institute for support & speakers
- Diane Atkinson will arrange a (musical) band for entertainment
- Darlene Jamieson will apply to the BC Crime Prevention Association, BC Safer Schools and Safer Communities for funding.
- Darlene Jamieson will approach UCFV for sponsorship & donations
- Bob Telling will approach Royal Roads for support & speakers
- Pam MacDonald will approach Convergis (Kamloops computer call centre) for sponsorship & donations
- Steve Anthony will approach Labatts for sponsorship & donations
- Barry will approach the SFU Criminology Department for support & speakers
- Barb Huston & Darryl Persello will approach Banks & Credit Unions for sponsorship & donations
- Barry Neufeld will approach the Selectron call centre. for sponsorship & donations.
- Barry Neufeld will approach ICBC for sponsorship, speakers and funding
- Barry Neufeld will formally invite the Judiciary, Crown Counsel, RCMP E-Division, Corrections Canada and Aboriginal Justice agencies to attend and participate.
- Barry Neufeld & Darlene Jamieson will approach Internet Service Providers such as Telus, Shaw & Rogers for support, sponsorship & donations.
- Barry Neufeld & Darlene Jamieson will ask MCFD & PSSG management to support the expenses of a number of PO's to attend. Also, ONE day of paid leave AND a half day for travel.
Impact: How will the implementation of this initiative impact the work of Probation officers or individuals within your unit?

- The educational impact: It will improve and update the skills of Probation officers
- The social aspect: i.e Stories of the Past and a dance band) will enhance Probation officer's sense of identity of belonging to an honorable profession and give them an opportunity to enjoy each other's company.
- Organizational impact: raise the profile of BCPOA and increase membership
Will the implementation of this initiative impact the work of any Probation Officers or individuals outside of your unit? If yes, please explain.
- We will invite our partners: the Judiciary, Crown, K-12 and Post Secondary Educators, community agencies and businesses
- Former Judge Barry Stuart will be of interest to the Judiciary, crown counsel, federal corrections, school authorities and community justice volunteers
- Police will be interested in Scott Rintoul and Drug Panel organized by Darryl Persello
- The Judiciary, Crown, Police, federal corrections, school authorities, post secondary academics and computer security centres will be interested in Shush Gupta's talk on internet crime.
- The Judiciary, Crown, Police, Social workers, Street workers, elementary school counselors will be interested in the panel on Child exploitation and "chat room seduction" by Merlyn Horton of SOLO and Diane Sowden.of Children of the Street
- PSSG and MCFD Management will be interested in the "Stories of the Past" by Steve Howell and the opportunity to socialize.
- Collaboration:
Will the implementation of this initiative require collaboration with any other person(s) or unit(s) or will the implementation of this initiative be enhanced by the collaboration with any other person(s) or unit(s)? (Please consider both internal and external constituencies.)

- Participation of Ministers and Upper Management at conference will encourage attendance
- Collaborate with the Justice Institute, Simon Fraser University & Royal Roads to sponsor speakers.
- Collaborate with the University College of the Fraser Valley: They are moving part of their campus to the Site of the RCMP training Centre and are motivated to increase their visibility as a leader in Criminology.
- Collaborate with POLCYB- Policing of Cyberspace and Westcoast Security Forum & iTech
- Collaborate with agencies like Victim Services, SOLO, Children of the Street, Parents Together, & Servants Anonymous.
- Invite CAP community volunteers: make them aware of the complex work that PO's do.
Some proposals may require approval by an internal training committee in addition to the appropriate managerial and ministerial approval.

Not yet: Approval Needed:
1. half day, Thurs March 25, 2004 for Travel
2. Full day of training with pay for March 26, 2004
3. Full travel and expenses for Government employees who will be presenting.
2. If not, when do you anticipate seeking the appropriate approval?
The Past President met with Minister Gordon Hogg Oct 9, 2003.
Darlene and Barry will travel to Victoria and meet with Senior Management of Adult Community Corrections.
Barry has spoken with Minister Rich Coleman and asked for a meeting.
