The International Commission on Intervention and Sovereignty has outlined a number of principles which must apply when coercive measures are taken against a state. We urge you to consider these principles in the enforcement of Security Council resolutions regarding Iraq.

We believe that a full-scale military assault would be a regressive move in the search for international security and sanity. There are many other measures of enforcement that are possible. A full military assault should be a last resort when all other measures have been exhausted and when there is a clear threat to international peace and security.
