Cloud busting has been around a long time. This is where a device is used to disolve clouds in the atmosphere. This device was also originally designed by the Austrian named Wilhelm Reich. Reich said atmospheric orgone can produce rain or clear skys by manipulating the "orgone energy" present in the atmosphere.
