You can send an email to the government any time you want day or night. Just be polite as you know, the NSA, CSEC are illegally jacking your line:( You can send an email from a regular email client off your computer, off your cell phone, or the Internet using a 3rd party emailing service, sometimes called a re-mailer.
Don't forget you can also send an email to a phone from the Internet. This can be a land-line or a cell-phone. If you want to send an email to a cell phone you need to know the carrier of the cell phone, however, to address it properly. So this would be something like Rogers, Telus, Bell, etc for Canada. But a land-line does not require special knowledge as most people are aware of which company handles the local land based telephone service.
To find a particular government member's email address or phone number you can use the search on the government database or follow the links below to find members info. They do change these regularly as members are shuffled around from corporations to different government offices and back again so check back on a regular basis. And remember that even if your call does get through, you are most likely speaking to an Assistant that will then filter your call so it is better if you use multiple strategies to get your voice heard.

To send an email to a phone from the Internet by accessing your regular email client, then in the "to" field use the 10 digit number as the username followed then by the carrier. The specific address is different for different carriers so do a search on the Internet for the proper address.

A sample email is below. Simply cut and paste into your email and add your own touch. It couldn't be any easier than this. You must send the email twice if you wish to email ALL of the Federal Government to increase your chances of being heard this is what I do twice a week. The reason why you must send two (2) emails is that email services will reject it as spam if you send to more recipients then 100 at a time. So I split my emails into two separate emails - first email and second email - and email them separatly to get all of the buerocrats.

All you do here is "cut and paste". So open your email client and get ready to communicate with governmet! Horay! You have a voice!
If you do not know how to cut and paste, it is done like this:
1. Place your mouse pointer inside the box that you want to copy.
2. Right click your mouse button and in the box that pops up choose "Select All" by clicking on it using the left mouse button.
3. The entire text will now be highligted if you did it correctly. Place your mouse pointer over the highlighted text.
4. Now right click your mouse button again and the same box will pop up with some other allowable links.
5. Choose the link that is "Copy" by clicking on it using the left mouse button.
6. Place your mouse pointer inside your email box where you want to put the text.
7. Now, lastly, right click the mouse one more time and this time select the "Paste" link.
8. The text should appear in the box you wanted to place it. Good work. Done!
If you get some sent back "undeliverable" or "unreacheable" do not be surprised nor alarmed in any way. The government is always shuffling around members and emails some times are sent back because the corrupt member does not want to recieve any email. Nice, uh?
