What's with all these laws and legal fanatics in the 1st place.... I have lived in a commercial building's basement suite for over 15 years,...no problem with all the managers that came and went... Some newbie outfit called the lookout society, is now managing the 20 room building, and are trying to evict me because of a ceiling height infraction, there have been numerous inspectors in my basement suite, and there was no real problem and the fire martial, saw it fit with hardwired mains alarm connections and all that other stuff.

The Lookout or MHA Vandu Society is run by machines who simply want to empty and gut the basement and leave them empty, to BC Housing SRO/Jail the tenants... I have no intention of leaving till they give me a valid reason and some common sense agreement....other than "we need the space", which they absolutely don't, and don't intend to use.

My basement suite is registered as a storage room, because literal laws and definitions, and not a SOHO, although I may utilize it as such at times....
The Lookouts photographed my "Storage room" to try to prove that I had worked there, thus violating the TERM "Storage Room"....they really like Gordon Campbell's style!

These ppl thrive on homeless people, and were very instrumental in destroying the Gomez Building, even though it had shit for tenants. BC housing and lookout/outreach projects are the enforcers of the GVRD-HEU/BC housing by-laws based on 1910 and earlier written laws, that were not enforced even then, what the duly lack, is a common sense approach, were tenants can exist without their constant harassment and eviction threats!

So far they have managed to bankrupt the city with unpaid loans....(see national debt).....

This is supposed to be a perk?

The West Vancouver Legal Secondary Suite Requirements:

The West Van homeowners or landlords will be only able to rent out a single suite per lot and must be less than nine hundred and sixty eight square feet (968 sq ft) and cannot take up more than thirty per cent (30%) of the total West Vancouver property lot area. In addition to these suite size requirements by the City of West Vancouver bylaws, the legal secondary/basement suites much actually be a separate living space that is private for the resident in addition to having a separate washroom, separate cooking area (can be full kitchen or kitchenette) as well as a separate entrance. The legalized West Van secondary basement suite must also have its
own entry way in addition to one off-street parking spot reserved for the renter.
The current illegal basement suites operating in West Vancouver rental market will be asked to apply for the appropriate permits that are part of the new requirement for secondary suites in addition to making sure that their rental units meet all safety standards as indicated by this new housing bylaw. Some councilors are unsure about the legalization of the secondary suites in West Vancouver rental market as the new influx in population and people migrating into the city will actually not be contributing in the way of property taxes, but will be exhausting some of the conveniences, parks, schools, and other city amenities during their time renting in the city.

However, other councilors indicate that the increase population caused by the legalization of the West Van secondary suites is on par with an increase in electricity, power and water, that the current homeowners and new renters will be paying. In addition, the value of the West Van homes with secondary suites or basement units for rent is typically higher than those that don't have this secondary source of income, which obviously results in higher property taxes to the current home owners. There have been two public studies done in West Vancouver regarding the legalization of secondary suites in the city, and both polls have been overly positive in favor of the legal basement suite bylaw change.

Approximately or seventy five per cent of people interviewed actually agreed with the housing bylaw change for legal West Van secondary suites during both pools. The City of West Vancouver has also pointed out that in the Lower Mainland area, only Pitt Meadows, Bowen Island, Langley and West Van do not permit any sort of legal secondary suites at this time.
The proposed housing bylaw is going to council October 26, 2009 and if it is a go, it can be passed by the end of the year.

Dear Support Staff;

There are a bunch of Yookay based managers, that want my room for the "space" as a personal rule of their satisfaction.....a Space they don't need, and will never use, since the other 95% of the basement has still not been touched after 1.5 years of their Lookout "management"...which IMOHO is just a non sentient dictatorship.....just full of "baloney!

They would not take the rent for my office/storage space because of the name/terminology.... I have contacted a number of ombudsman of the city and renters coalition types, and they say if the room is registered as a storage component, they can't really do anything about it..

They, the Lookouts are just a bunch in a series of homeless "care" workers that find homes/bed/SRO for the people they have made homeless, in short, they are making a job for themselves causing a bunch of Lookout Personalized bull roar...

*Usually*, the LANDLORD (Whoever that REALLY is...BC Housing) fills out RTA/RTO forms, but these guys are word of mouth Dictators...with no consideration of other peoples property, life, and work at all!

The rent cheques are made out to the *Lookout Emergency Aid Society*, which in my life is rather hard to figure out what that means in relation to my Establishment, and the last $47,000.00 I paid for this place so far.....THEY on the hand have not done a thing for ME, except for a GVRD sanctioned Boiler room tank repair, but HUMAN lodging is not high on their itinerary, They are in the abolishment of computer technology, professionalism in lieu of booze/pot/junk/SRO camps...which I personally abhor!

They are offering me a lawzy rodent infested wooden door shack, in lieu of my present "studio/storage room" that THEY said they would FIX to make my "registered stuff" computers, cameras, safe.....they don't know about the federally registration paperwork and new land line problems yet.....with all the registration I have for them.

Dismantling and reassembling all my security systems, computer networks and cables is a heavy task/job they don't give a damn about. I find them a bit dogmatic for a bunch of managers. They say they are the LAW, but I may have to wait till they sent the police over before THEY figure out were they stand in the real world.

The *Lookout Emergency Aid Society* are a duncil vandu group that few ppl can appreciate..., they have a "Help Center Facade", but are governed by the GVRD and work with BC housing.

The only information they have on me or this building, came from ME by emails, meetings, faxes, and phone.

BC is to Canada, what Quebec is to Canada......just more problems!

I did a lot of work on this place and they don't give a damn......this stuff, doesn't happen in Surrey, as far as ZONING BY-LAWS differentiations are concerned....not all laws/rulings, apply to everyone AFAIK, a great lot of people like to be homeless and spend their life
backpacking it as professional tourists....Unfortunately, I am not so fortunate, with all my down to earth tie downs.

There must be another way.....somewhere!

When I think of all the ^computers/peripherals disassembly, and relocating all my photo stuffs and personals^, I can't see where this moving dilemma all makes any sense at all.......just when I get things almost happening right, and there WAS a small light at the end of tunnel, somebody somewhere just built another tunnel from rm20/bsmnt.----rm7.

The task of ^computers/peripherals disassembly/reassembly^ is almost impossible since it took me *15 years* to set it that way^..... for my art *photo* occupational quests and fotonovel.

The new phone lines and arrangement to 5 computers and alternating modems for correspondences and website are a difficult ta$k in itself which cut into my slowing life.....the whole idea of room #20<<-->>#7 is a horror show to me.

The storage room I have in the basement has better living accommodations than any rooms in this general are building, and better than all the rooms in this house. As I said the bolted furniture, closet, will not fit through all the doors and stairs, the other furniture has been moved so many times by previous mismanagement calculations while they worked here, they would just fall apart in an odyssey.

I'm 60 and I would be starting all over again, is a bit of a dismal burden...for apparently nothing--->"A Ceiling Height Code", that doesn't apply to non-commercial buildings and that's why the previous managers the (rcmps) and building inspector called it a storage room for brevity.

I thought it was bad enough having to rent a little semi-duncil room #20 for (R.Graf's/Tom Mcevoy's Neck...in the bad days) that I use often for Recharging my Motorcycle/Scooter, through an extension cord I run down to the back alley, storing food, extra backup stuff, and catching a few ZZZZs during the processes.


Again, The task of ^computers/peripherals disassembly/reassembly^ is almost impossible since it's isn't a plug and play system and consists of a lot of SCSI Small Computer Serial Interface Components, that most have given up due to the complexity and high prices.

Life is full of surprises like this, you work all your life, and then you get hit by a bullet in someone else's crossfire.


I don't know what went wrong with the RTA/RTB/RTO/TRAC/etc... and similar contracts, but this "storage" has never been an issue to them as I have always known, hell, this issue is NOT even worth the paperwork and heartbreak........ most correspondences have not replied with any zealous concern to my situation......and why should they, this #7<-->#20/storage-basement. is NOT a big issue and NOT even a concern to them since they all have REAL matter$ to pursue.....

If I was a Commercial photographer again, I would also be allowed to SLEEP in my studio, but that shorefront/hi-profile scene is another dead end too, especially for myself.

IE: the Building Inspector Lynn U. said I might just lower the floor for the ceiling height to make it legal, but I just put in a new 1/4 floor....hell some people were made to move whole houses in the West end, and this "Phoenix" apartment is 90 years old "says Proteus <:)" she also said as I mentioned before, that she doesn't care what I do in the basement storage room.....the last building "deadrat" inspector said "she wouldn't say that".......he was wrong as I told him..........

I, like THEM, would prefer to just see ME disappear into some folder somewhere, I believe WE are ALL Fed-Up beyond reason over a dumb ceiling height infraction. I firmly recognize that know you don't give a damn for my situation, and why should you, you have a life of your own to keep up with....which is why I have contacted many other agencies and discussion groups.....with a Who Care/What's That/I don't Care reply!

I wish I could make all this disappear in some miscellaneous red tape, but it isn't worth it from here....it's serious to me, I am not a Ghibly or S. Moonie with no roots anywhere.

Concerning the issue of a total tear down and strong relocation to room #7, *once the damage is done*, in my storage room, I might as well find a place out of town/state, where this kind of bullshit does not exist.

I know another "personal conference" is not any better and by far less convenient than email or preferably audio mail and most phone calls are for emergencies, like when my door is about to be sawed through by (3) strangers with no valid papers and all that.....

What were they going to do had they been successful in cutting through my door,.....steal my cameras, my credit cards, personal papers, licenses, personal tools, and just rec havoc like a bunch of barbarians they are.......they said the www.Lookoutsociety.ca sent them, and since they had a master key or something, (while looking for a guy they called out as Richard), they were not successful with the key from my observation.

As for setting a physical conference date, you can suggest one, since my time has been scrambled and nullified to keeping a watch on the storage room from predators.....please suggest a time convenient to your itinerary if you wish.

Trying to keep kewl on the housing issue, things are fixed to June 28 then they call the bailiffs. In my case moving any/a part of my storage room in to a cracker jack wood door room, is a bit stupid, since my stuff, comps, camera/photo stuffs, and my registered ROT13-> fcbegfcvfgbyf to say the least, would be easy pickings for any transient looking for and easy B&E..it's not just a speculation, I've seen it happen too often here, with doors 10x the strength, and any person I trusted, tried to break in my door, for dope collateral money.

The furniture doesn't move from my basement room, since it's all built into the wall and other stuffs like comps and table, will just fall apart since it won't fit through the basement or their intended room #7 doorway.

THE OLD MANAGEMENT

I got into a verbal altercation, with some of the "substance abuse" management, here last night, when some nutbar, started flicking all the house switches, on and off, then a while later, this "coconut" with a psychiatric record for schizophrenia and substance abuse, started all over and flicked more of my power switches, with my computers running....backups were a big time crash, and blue screens,...he said he was a cop and could do anything he wanted.........

The "substance abuse management" is into turning this house into a substance abuse house for drug profit....I heard from a reliable tending that he saw and handled a .38 Revolver on the basement tool bench, along with a bunch of other unregistered guns when he went down there. Uncontrolled substance abusers, and unregistered guns don't make me feel too comfortable, so I approached the Management, instructing him that he should keep the .38 Revolver in a safe place. The management told me that he had a right to keep a unregistered gun anywhere he wanted, and do whatever he wanted with it. OK, so now I'm living in Afghanistan or North Africa, unfortunately things don't work that way in North America, I didn't take 20 years of all those dumb safety and training courses for nothing you know "I know a gangster when I see one"

So now the substance abuse management want to penalize me for working on my computer too much and NOT being a "Gear Box" and crack/pot head like them, they called me a Homophobe...good grief what next This isn't a gay thing, the gay pink gun group are ok with me!

They insisted on knowing what I was doing on my computer, and suggested that I was a porn guy without a life...Where do these "substance abuse" guys get these wild assed allegations, they gotta be joking
This morning, this "substance abuse management" mental case altercation who has lived here a short while, out of nowhere, said he was a Cop, while being some queer's "wife" as if I wanted to know these weird things, I got that on tape for the hell of it. Later he went and smashed his whole 3,000sq. ft. apartment and contents. No doubt the damage will be transferred to a rent increase for me!

I find it disheartening to pay any kind of Rent to the "substance abuse management" two faced drug dealing crack addicted Slumlords. The ideal of a slumlord, is to be the "druglord" and not get caught, whether it be drug distribution or all the other easy dollar projects!

They provide jack for rental service, and hire hopeless ex-con "substance abuse" individuals to do their paperwork, while they go around cashing welfare, old age security, cash bogus cheques and similar ventures.

People are hopelessly homeless, while new Residential buildings are senselessly evacuated because of bungled paperwork, by the archaic Dictators of their "Ward"!

Most of these Slumlords are under the Historic system of legal Court "paper assed" bullshit, that gives them the right to suck money without providing a service "for shit"!

"Legal" Statutes, Bills, Sections, and Subsections are just a melee of bread and butter for the unemployable landlords, that seek sanctuary in the forces of a dildo logic "Government"!

While my bank account was being extorted by the double dipping by the "substance abuse management" and their assigns, the upper landlord played the dummy, and the online Bank was equally as incompetent in doing anything sane about it, like replying with a sane comment or procedure to my accounts event! The Bank, just charged me additional for some Statement cheques, Traceroute, and other for their stupidity. I may post a synopsis of the replies I get from these financial institutions, to prove their utter incompetencies!

Only the general ceiling height was a legislation concern which should be rather lax these days, or so I thought, and I talked to building owner, and he said he would try to work something out with the city, even though this Building has been targeted with all kinds of legislation caused by the previous owners.

The issue is a legislative low ceiling crackdown enforcement by the City because of the previous landlords, to the extent of removing the Buildings $5,000.00 Video Surveillance Security Cameras by some Arsenault, of the VPD, although the details of that are unclear other than it was a permanent confiscation!

I assume you may be aware that this clamp-down is due to the HRDC scandalous fiasco causing the deep digging into the poor rental people like myself! The new landlord was also threatened of additional insane enforcement, if he did not comply with my undue eviction.

The Bottom line is that I can't really afford to rent another place, and
I really can't afford to move 10 years of computer/networking laboring work and wiring config , of my non-profit computer/photography system, especially since the law is not here to protect my personal interests, but their legislation of non-humanitarian CAUSATION and TORT to all.

Because of the ceiling legislation, "some inches too short", my life and possibility of gainful employment has to be ruined? I was wondering if you may have an answer to this Low Ceiling/Licensing dilemma which is being treated like some sort of WMD situation!

The Housing people, won't do dick for me, since they had accompanied the Vancouver City Inspector. The Previous Fire Marshall had already approved my room, as fire safe+, until this Christy from the Vancouver City Inspectors department.
