What is the Community Access Program?

What is CAP?

The Community Access Program (CAP) is a Government of Canada initiative, administered by Industry Canada, that aims to provide Canadians with affordable public access to the Internet and the skills they need to use it effectively. With the combined efforts of the federal, provincial and territorial governments, community groups, social agencies, libraries, schools, volunteer groups and the business community, CAP helps Canadians, wherever they live, take advantage of emerging opportunities in the new global knowledge-based economy. Under CAP, public locations like schools, libraries and community centres act as “on-ramps” to the Information Highway, and provide computer support and training.

What is an Urban CAP Site?

The CAP participant organizations host a pair of dedicated Internet computer terminals for use by  the members, clients, users and the general public. CAP sites provide Internet access between 20 and 25 hours per week and have printing and scanning capacity. Each terminal provides users with email, web browsing, audio/video and Usenet newsgroup reading abilities. Sites include provision for technical support for terminals and connectivity to ensure sustainability. CAP Sites also provide assistance and orientation for users.

Urban CAP's goal is to offer public Internet access sites to 5000 urban communities by March 31, 2001.
