Bates Methodology
Kevin Carroll, PMP
Abstract
Though there has been significant improvement in project management methods in
general, almost a quarter of IT projects fail to complete and nearly a half
exceed budget, or schedule estimates, or have fewer functions than initially
expected. Many of the companies that successfully complete projects are simply
using effective project management techniques. When these techniques are
packaged into a methodology, an organization's project managers and teams
benefit from a single source of procedures and measures, training and resource
sharing. This presentation will address the effective planning and control of
the project manager's main objectives.
Biographical Outline
Kevin Carroll, PMP was educated in the UK and began his career as a computer
programmer in the late '60s working for British Aerospace, the co-developer of
the Concorde. In 1975 he immigrated to Canada and played his first project
leadership role for Alberta Government Telephones. Kevin has covered all
aspects of systems development for airline, telecommunications, insurance and
manufacturing industries. He has managed projects for over twenty years and
started his own consulting practice in 1994 focusing on the improvement of
business processes, information management and project management
methods.

Agile Methodologies
Karen McKenna, PMP
Abstract
What are Agile Development Methodologies and why is everybody in the software
world talking about them? Karen presents her recent research into new and
controversial methods for software development projects.
Biographical Outline
Karen McKenna is currently a Project Manager at TELUS Enterprise Solutions.�
She has 15 years of working experience in the IT industry in both Canada and
England.� She has performed many roles in custom software development: project
manager, manager of software maintenance, business analyst, systems analyst and
programmer. She has performed various roles in software infrastructure
including: configuration management, training, skill development planning and
industry benchmarking.� Karen has also managed front line customer service
staff and was a small business owner for 2 years.�� She is currently managing
projects and working as a process engineer.� She completed her research into
agile development methodologies as part of her current work assignment at TELUS
Enterprise Solutions.�
Karen received her Bachelor of Commerce with Honours in Computer Science from
the University of Saskatchewan in 1987.� She received her PMP certification in
April, 2002.

ICBC Methodology
Bill Sinclair, BSc, PMP
Abstract
The Insurance Corporation of British Columbia is one of the largest automobile
insurance companies in North America with over $2.5 billion in annual revenues.
For many years, project management and methodology were used in an informal
context throughout the organization. Several attempts were made to introduce a
project methodology with mixed results. In 1998, a senior manager was
appointed responsible for all corporate projects and an "ICBC based"
methodology was developed. This methodology continues to be enhanced and is
followed today by all ICBC Corporate Project Managers.
Biographical Outline
Bill Sinclair is currently a Project Manager III at the Insurance Corporation
of British Columbia in North Vancouver. He has been managing projects at ICBC
for 12 of his 16 years at the Corporation. His projects have ranged from
construction and process re-engineering, to product and software development.
Prior to assuming a project management position, Bill was a computer
programmer. Bill also teaches an Introduction to Project Management/MS Project
course at the Corporation and has taught previously at BCIT.
Bill graduated with a Bachelor of Science in Computer Science and Business
Administration from SFU in 1985. Bill received his PMP certification in 2001.

The Methodology shift at WESTECH
Robert Wong, PMP
Abstract
WESTECH has in the past used several formal methodologies for Project
management, such as Spectrum and Method/1. They have made the change to a
framework based on guidelines and templates. The product is EssentialSET from
the Software Productivity Centre. Robert will discuss the differences and
provide a demo of EssentialSET.
Biographical Outline
Robert Wong is a Managing Consultant responsible for the Project Management
Office at WESTECH Information Systems Inc. He has 25 years of working
experience in the IT industry, managing software application development
projects through the different phases of the project life cycle: feasibility
studies, project proposals, requirements analysis, prototyping, evaluations,
functional and detail design, programming, system and acceptance testing,
system conversion, and user training. Robert holds a Bachelor of Science degree
in Computer Science from the University of British Columbia.
